Being outside Australia meets the location requirement for an offshore 417 grant. It does not cause an immediate decision; Home Affairs says some offshore applications may take months.
Home Affairs update ↗Confirm which visa applies
If the 417 is granted while outside Australia, check the grant notice before travelling back and coordinate a new start date with Cape Wickham. If it is still pending on 30 October, returning to Australia on the 651 would put you in Australia again, where this offshore application cannot be granted. Reassess the return before that flight.
MELBOURNE → KING ISLAND
The island leg follows the visa decision.
Agree the start date, then book the island flight
Cape Wickham recommends Sharp Airlines or Rex. The island allowance is only 21 kg total including carry-on, so excess baggage or separate golf-club freight needs arranging.

Get Telstra before the island
Airalo runs on Optus in Melbourne, but Cape Wickham advised that only Telstra works reliably on King Island.

The Working Holiday application remains awaiting a decision. The 651 eVisitor does not permit work.
